Contract Specialist Salary: $18.00 - $23.00/ per hour (Non-Exempt) Summary: Under supervision, plans, coordinates, and evaluates agency contract and grants for programs that depend on funding for their essential operation. Manages contracts for professional services, consultant services, or program funding to ensure compliance. Review related policies and procedures for overall management of contracts/grant performance. Develop and maintain contract/grant management system for tracking and compliance. Essential Duties: 1. Act as the primary liaison with funding agencies and internal staff (program, fiscal and operations) on contracts issues. 2. Develop and maintain agency master contracts and filing data base system (electronic and hard copy) to ensure accurate, well organized and easily retrievable information. 3. Review contract renewals for contract language and requirement changes or modifications and notify all involved FSA staff of the changes prior to signing agreement/contract. 4. Process, coordinate review of, and manage timely submissions of signed contracts and amendments to funding agencies. 5. Manage a system to ensure timely completion and receipt of required contract and grant reports and maintain copies of all required report submissions (both program and fiscal) and maintain proof of submission in the master contracts file for audit. 6. Research and analyze contract terms and provide feedback to executive management and agency administrators as requested. 7. Assist administrators and programs staff in startup policies and procedures development and start up activities for newly awarded contracts and programs. 8. Work with internal staff to develop templates for standardized MOUs, leases, and operational agreements and assist staff with modification of MOUs and operational agreements as needed for new and existing relationships with partner organizations. 9. Monitor subcontractor agreements related to program contracts (where FSA is the lead agency) in collaboration with program staff to ensure that subcontractors remain in compliance with subcontract terms and that subcontract agreements meet all the requirements of the funding agency ensuring FSA’s overall compliance with the main funding source contract. 10. Monitor program grants and contracts to ensure compliance with governing and agency requirements. 11. Oversee and coordinate the scheduling and information gathering for internal and external compliance audits and ensure results are shared with key personnel as appropriate. 12. Establish methods and monitoring process to enhance the agency’s ability to proactively manage and mitigate relevant compliance risk areas. 13. Contribute to the organization culture of the department with a positive attitude and professional demeanor. 14. Perform Continuous Quality Improvement reviews of assigned areas of responsibility to ensure tasks are performed in the most efficient and accurate manner. 15. Punctual and Regular Attendance 16. Qualifications: Knowledge of: • Contract management • Internal control and compliance • Audit principles and practices. Ability to: • Operate a computer and utilize spreadsheet, database, and word processing systems. • Analyze contract data, participate in the planning and evaluation of programs, and make sound recommendations for improvement. • Ability to promote a positive team oriented atmosphere • Ability to maintain confidentiality • Background / Drug Test Clearance • Read and write English and to communicate at the level required for successful job performance. Education, Training and Experience • Bachelor’s Degree preferred • Prior experience in contracts management/compliance. Licenses and Certifications: • Current CA Driver’s License, and Proof of current Automobile Insurance • Current and Clean DMV Printout report • CPR Certification (will train) Physical and Mental Demands: • Ability to multi-task and stay focused with many interruptions • Ability to deal with many different personalities and stay composed under difficult situations • Ability to read and write English and to communicate at the level required for successful job performance.
